Why are russians so good at programming?

Since Russians are so good at Maths and Programming, does it make it hard to switch jobs or get competitive salaries?

If global demand was high, this would result in one or both of the following: 1) Russians leaving to other countries to work over there 2) The companies will come to Russia in one way or another. This may mean outsourcing, setting up another site, etc. So no, I doubt this would have a big impact. We live in a small world, traveling and communication is very easy.
