Alton Brown hands down. He can teach people about food in a fun and very knowledgeable way. He has won a couple James Beard awards for his teaching ability.

For me, I love seeing Iron Chef Masaharu Morimoto cook. I've never had the pleasure of dining at one of his restaurants, but his originality, creativity and presentation are off-the-charts awesome. Very few can match his cooking chops. I spoke to him very briefly once. He seemed like a nice guy. From a TV personality perspective (yes, I know the question is asking about chefs), Bobby Flay has the best balance between cooking skills and being able to connect with a television audience. He's not the smoothest guy in town, but he'd probably come in second in my book. Alton Brown and Giada De Laurentiis are my favorites to watch, but I'm not so sure I'd go so far to call them chefs. Both seem extremely comfortable in front of a camera, are likeable and know how to connect with their audience. Rachael Ray is annoying (and is also not a chef). I know that's not the question, but I needed to get that off my chest.

Last I looked, except for Iron Chef and Chopped, they only have four chefs now - Anne Burrell, Robert Irvine, Bobby Flay, and Guy Fieri. Out of those, I'd go with Anne Burrell. She makes really good food. They've decided to go with cooks instead of chefs, chosen for their personalities instead of their skills.
