How do I promote my new business on twitter if I still don't have twitter followers howeverI find people wanting my service when I perform a twitter search? Should I twit from my personal account or my 0 follower biz account? I just did my personal account public so people can see my replies / menti

Get some friends to follow your Biz twitter for a while. A 0 follower account looks incredibly suspicious. Tweet them with your business Twitter account. Be prepared for a torrential, enormous wave of no replies and no retweets flooding your inbox. Most of the people are going to ignore you, but that's okay, because you're going to tweet every single last one of them, and you're going to tweet all of them until enough of them response that they start tweeting you. Just start doing it. The conversion is terrible, but it'll happen over time (and after you've tweeted everybody).

Hi,   It is tough starting out on Twitter.  Darren Foong nailed it, you should definitely ask some friends to follow you as a start and maybe use your personal account to follow your business account so you will at least have "some" followers.   You should definitely use your business account to answer them rather than your personal account if you want people to see your business account as a source.  Using your business account to answer, people can see that you are in that industry or field.  As Darren said, a lot of people will ignore you but you should still try to start a conversation.   To increase followers, you can start by following people in your industry and retweeting those people's tweets with your own comment.  This way you can start a conversation and build relationships.   Join #Tweetchats and meet people interested in your industry.  Follow them and most of the time, they will follow you back if your profile doesn't look like a spam and you helped with the chat.   Share your twitter ID whereever you go.  On your website, Linkedin page, if you do any sort of presentation/webminar/seminar.    Don't give up easily.
