I'm an online publisher (not an advertiser) and one of the main draws to the networks that I subscribe to are targeted content. I want to be able to choose the ads that I display on my website so that every ad is targeted to keywords on that page. If you are able to develop an advertising network that allows publishers to display targeted content they will flow to you. I haven't yet see an ad network that allows you to choose exactly what ads you want to display. I'm not sure what you mean by your second question, so I cannot answer it.

The only ways I know that really work: 1.guarantee higher eCPMs (by getting more advertisers to compete for every impression) 2. very good customer service to publisers (IOs, tags, answering their queries quickly etc) 3. On time payments.
