How to add a button in a Fragment?

Why isn't there an "Add Topic"-button right next to the "Add Question"-button?

• I am a new user. Every time I see something trending and that I should add it to my topics, I have to go the topics link in my profile and then add. I think there should be a button on every page so that I can add a topic right away.

• Answer:

  There is. Hover your mouse over the topic link and its description plus a follow button will pop up. "Add Question" creates a new question. The respective function to create a new topic also exists: you have to write the new topic's name in any search box used for tagging items with topics and choose the last option from thr drop down menu.
