Aalto University in Finland has been a hotbed of machine learning activities at least since Kohonen's work on the "Kohonen network" or "http://en.wikipedia.org/wiki/Kohonen_network" in the early 80's. Today it hosts the "http://research.ics.aalto.fi/eiml/", which is excellent at time series analysis and has a master program in machine learning [1] At Aalto you also find http://research.ics.aalto.fi/coin/ "The Finnish Centre of Excellence in Computational Inference Research", dealing with big data [2] and a host of other topics. Also notice ALGODAN - Finnish Centre of Excellence for Algorithmic Data Analysis Research and at the moment also the http://gim.aalto.fi/. NTNU in Trondheim, Norway has traditionally been big on search technology and image recognition, but has also fostered a company commercializing case based reasoning [4], to name one. Intelligent systems [3] is also a notable activity. For other norwegian universities, the topic of "big data" machine learning comes up with both http://www.chunming.net/'s group at UiS (University of Stavanger) and the bioinformatics group at UiB (University of Bergen) should be mentioned. If language is more of your interest, there's a language technology group at the UiO (University of Oslo) looking into http://www.mn.uio.no/ifi/english/research/groups/ltg/learning/. If the semantic web is to your liking, the norwegian oil industry has been active with academic involvement from several universities. However, to pick out the universities that's right for you, you may want to already home in on a specific subfield or application of machine learning, such as computer vision, semantic agents or bioinformatics.
