Will the 46 million additional immigrants, proposed by Bill Gates and President Obama, compete for $10 - $12 per/hour temporary and high turn-over jobs along with high paying tech jobs, and if so, will government assistance be provided to all displaced workers, not just single parents?

we do not have enough college graduates to fill 13% of our jobs.  REagan killed college education for the poor and below average income people. so now we need immigrants, mostly educated immigrants to fill those positions.  we end to think of an immigrant as someone who sneaks into our country.  But immigrants include educated people who want to fill the jobs we do not qualify for.  Like from russia or asian countries who educate all of their citizens for free.  but for now they are unfilled.  employers are having trouble finding qualified candidates.
