Are there any implications for a business to send any communication/ promotions to minors (below 18 years of age) in India? The business collects email address as part of its feedback form, or through its social media campaigns, and uses these email addresses to send relevant communication/ promotion 1-2 times a month.

If you have terms and conditions in your site like that, and you agree customers or users to those terms and conditions that you will be sending these emails on behalf of them(users) then its okay, cause you have taken permission from their friends and relatives. You cannot send emails to anyone by just collecting random emails on behalf of company no matter he or she is a minor or not, but I already gave you a way. Also you cannot mails which deals with alcohol or anything else which the minors are not allowed to use. Hope that helps.
