Finding local employment in Toronto - websites, contacting employers

I have a couple of related job-seeking questions: I'm currently looking for employment. My ideal job would be part-time and relatively close to where I live. I'm willing to take a lower paid job if it has a walkable commute, because time and transit fares are money. But the job search sites that I know about - workopolis, monster.ca - seem to just lump all jobs in a certain metropolitan area together. I can't even be sure that the job locations are in reach of our local public transportation. Are there any sites where you can look for jobs and restrict the location to a smallish area? I'm willing to commute for a well-paying job in my field, but I'm also applying for counter-staff/kitchen positions, and I would love to just be able to see who is hiring in my local area. I am currently located in downtown/west Toronto. Secondly: I have heard again and again that after you submit an application, you should follow up on it. However, I keep finding that the employers have left no contact information where I can follow up, just an email for submitting applications. The last time I tried to contact the employer with a question, I got a bounce back noting that the email was for applications only and no responses to questions would be given. What am I supposed to do? (This is mostly been an issue with jobs in middle-level administration that have online applications, as opposed to service sector).

This seems like a frustrating way to job search. Have you tried walking around the neighborhood and making notes on places you'd like to work and checking their websites or calling them?
