Help me find a '90s PC game.

I'm looking for a PC game that came out in the mid to late 90's (after 1994.) It was a Sci-Fi RTS/first person shooter hybrid game. I want to say it was one of the first of those. It was not the Battlezone remake though I believe it came out around the same time. The main FPS element was you driving around a futuristic tank. As I recall the game had structure building and unit making for it's RTS features, but also had two FPS elements. One of the structures you built (maybe to had to build it?) was a tower that had a turret you could switch to and shoot at enemy units yourself. The second FPS bit was a tank that you could drive around to blow stuff up. As the game progressed you could upgrade the tank with new features. I don't remember if it was an MSDOS or Windows game. I've looked through Wikipedia's lists of 90's games but nothing jumped out, though that list has a lot of undated games. As I said it isn't Battlezone (or Mechwarrior or Terminal Velocity.) My other Google searching hasn't been helpful. Ring any bells?

No it's not Battle Command. And, Recoil does have a somewhat similar looking tank as I recall, but that's not it either. Thanks though.

Wow, this really is a trip down memory lane. I had nearly all these games. But, sadly. none of them are the one I'm thinking of. I might have undersold the RTS part of the game. Building structures and units was a pretty big part of the game, though I can't remember how resource collection went. I don't think any of these games really had anything like that.
