what software would be best to create a multi episode dvd with this kind of menu structure?

I want a menu structure similar to nero's "create VCD" or like in this photo with a short opening intro video that plays automatically on inserting the dvd then goes to the main menu and in episode sellect menu each video added is it's own "chapter"
