If you win a non cash prize through the lottery can you write it off with lottery losses?

I won some tickets and a VIP experience to a baseball game and they made me fill out a "lottery claim from" and a "w-9" so I'd think that although it's not a cash prize the government will classify it as lottery winnings. My question is can I use non winning lottery tickets (scratch-offs, power ball, mega millions...ect.) to write it off necessarily.
