Yes - the original statement was an experimental result. Experimenters asked people to deliver a letter or parcel to a vaguely identified person by passing it on to the person that they thought most likely to get it through. Of the parcels that arrived, the average number of hops was six. However, I think the experiment was flawed in that parcels which simply disappeared were not counted.
