can I connect a monitor to my laptop using a vga to usb monitor cable, even though it says 'for kvm switch'?

one end is an svga/VGA split and the other end is a VGA/USB spit so logically I'm guessing it would work, but I want to make sure before I buy it.

Are you sure the USB is not just to power the device or for a USB hub? I know they make external USB video cards that plug into the computer with USB then a monitor plugs into it with VGA. Can you post the device?
