What are the best park and flexible boards?

I Saw About 10 Pipes In Front Of Flat Boards in A Local Park. I Do Not Know What Are They Meant For.

No. It is not. There are 5 such in a line ... and simailar 5 on opposite side. Looks like a place to park horses, being a park near Dallas in Texas.

I don't think so. It will be impossible to tie up bicycle with so low a pipe. Plus there is mud in center of brick wall on all three sides- possibly to absorn urine of horse. There are separate bike racks too a bit away from these ----------------- And all 10 have never been used !!
