How To Reward Children?

Looking for a sci fi book that has marriage contracts to beget children reward was some kind of fabric.

  • It was set in space I think and the marriage contracts could be short term. The men usually wanted children and the women usually wanted this special fabric. It changed color or something and was very expensive and hard to come by. The main character was a Captain or something of a ship??? Don't remember too many details but I'd like to read it again.
