Can I use an Australian mobile in Germany?

Can you use a T-Mobile iPhone 5S bought in America and use LTE/4G in Australia and Germany?

The buzz is that you have to hold it for 40 days, fulfill other requirements, and then call T-Mobile and ask them to unlock it.
