I have a Web application that will read, store and delete objects on a S3 bucket. Shoul i create a user "WebApp" to use the credentials on my php web app? Should i specify policies/roles for it?

If you want to provide seperate bucket or folder access facility for each users. then you can have create the users using identity access and management(IAM) services with specific user access permission. So you can provide your users that credentails to access the content and perform operations. that would not affect other users data as well.
