As a computer Engineer you only have the bachelor's degree at your disposal. Yes I would like to agree with Devik Agarawal is right the MA public policy with embedded Civil service coaching is the best thing to go for if your vision is on clracking the India's most tough exam IAS . Well i would suggest you should take up masters in a subject that would really help your studies for the civil services as well. I would suggest you go for M.A in Public Policy with IAS Coaching and test preparation embedded Program from UPES, Dehradun .There is quite a buzz among students about this program and I've heard from them that this would be really beneficial for IAS preparation as coaching and test preparation is embedded with the regular program. so this will be like killing two birds with a single stone.

The only use , your Btech in computer sciences is availing you is to make you eligible to write the exam. You have got to start everything from the scratch in terms of General Studies by reading NCERTs and the news paper which you deem fit for you. Then on start preparing the advised books for every subject like Lakshmikanth for polity, GC leong for geography, Bipin chandra for history , lexicon for ethics etc…For your optional , one has to go with the subject of their intrest as you spend quite a lot of time and energy into this but if you are looking for the advantage your bachelor degree is offering you then consider mathematics or geography as the 1st one intrjects with some of the Btech syllabus and also is more compatible to the engineer mind set.second one—geography is comparably more analytical than any of its GS counterparts and it also helps you in GS preparation.Once go through the syllabus of these subjects and decide for yourself.
