Why are discussion type questions discouraged on Stack Overflow?

I would rather ask a technology discussion question on Quora (because anything is allowed here) than on Stack Overflow. But I feel like the users of Stack Overflow are much more likely to contribute better.

Well, i think SO is meant for short questions for a reason, to give quick answers to those who are stuck with a problem. Discussions are better suited for forums, and they tend to drag on and on, and perhaps even cause some flame wars. I.e Mac vs PC,
