What is the measurable effect of a faulty ATM on local business?

• Recently I had to walk down Oxford Street in central London, where I was trying to find a working ATM. Out of approximately 8 cash machines, none were working: all were either vandalised or out of service. This led me to think - and now to ask - what is the effect on a local area when a cash machine is broken? What purchasing behaviours change amongst consumers? What is the effect on local business? Some things are obvious and guessable, but is there a measurable effect?

  It is a very bad experience a customer has to go through. There should be Always cash in ATM machines and notes of all denominations. ATM services should ensure good monitoring and management of cash.
