What is the difference between computer science and computer programming?

Do you think it makes a difference in the learning/career-choice outcomes if C, Java, C# or Python were in a local (Indian) language? How likely are you to recommend to a vernacular-literate person, to learn computer-science, if you had a such programming language in their native-script?

  • In India majority of people learn English only in college programs. English language, while good to know, is a significant barrier to entry to the IT/CS related jobs. Digital divide is self-propagating. Vernacular-literate people learning a computer-science is a way to break the circle of poverty. Having a Indian-script, syntax based programming languages is a way to start such an education. Grammar of Indian languages is different (SOVA as opposed to SVOA of English); Can this mean a key difference between 85% of Indians atleast many millions of who would like a different "first-programming-language" as a introduction to CS? @ (posted  by - , I'm not able to un-anonymize the Q)

    Looking at the state-of-CS-education in India, outside the urban A, B towns, if it is anything like Quora answers show, I suspect there maybe some value. Or its just fools gold.
