What is the best tool for discovering great new Android apps each month?

I'm burned out on blogs and websites that claim (write articles about) the best new apps only to find a bunch of merely updated apps or things that are clearly "best" because they've been heavily promoted, popular, or easily found. Is there a mobile app or website that is truly uncovering great, innovative new apps based on a combination of metrics such as download velocity (not volume) and weighted ratings (to account for apps that don't have many ratings - and may not really be 5 stars, those that force or prompt users to rate high, etc.)? Better: Not influenced by how much money anyone makes.
