There are many API providers out there. http://Jolo.in http://Pay2All.in Jolo recently launched a promotional offer where you can get their api free of cost with a fixed commission of 1.6%. This is low, but good for testing them out. Their actual plans start at setup fees of 1500. Also, MobiKwik does offer an API. I have taken services from many API providers and could muster an ample experience about recharge APIs and API provider's good and bad practices.There are lot of recharge API providers in market for B2B or B2C recharge portal development. And they provide APIs with different costs, margins and terms and conditions. Some will give you flat margin of say 2-3% or more. Some will give you operator wise margin. Some will ask you to deposit security amount. So while selecting your API provider please take care of following things. Don't go for flat margin APIs. They actually LAPU (Hardware based) and they are not at all successful specially in peak hours, their server gets down in peak hours. The first API I purchase was a LAPU based API from and I was highly frustrated with it. Lots of failures and pending. Don't go by price. Some may be giving you recharge api with bills payment in  Rs 10000/- or may be lesser than this. Some may be giving you in Rs 35000/- or more. There is a strong possibility that the who is offering you in lesser price is just interested in API cost he may not be able to give you proper service and support in future. Ask for Free trial of API. If provider denies then think twice. There are very few providers who give free trials for API. Free trial is something different from demo. Free trial is basically where you can use their API for real transactions and recharges without paying cost of API, and obviously for a real recharge you need some wallet balance that you need to buy from them. But this amount should be less then Rs 1000/-. If you are not a developer like me then take care they will do their best to make you fool. In that case take your developer with you and check their API documentation, meet their technical team and support persons then only take any decision. Clear payment terms before buying, don't give full amount in advance. Very few providers give balance on Sunday , Saturday or on holidays so keep that in mind.
