  He will be remembered for not being friendly to businesses in Boston (unless your business was building a skyscraper!). Most companies that were based downtown in the 90s fled to the 'burbs, New Hampshire or Rhode Island.  I used to work downtown in 1998 and it was a veritable hub of workers at lunch time. When I moved back in 2010 most of the companies had moved and lunch in the back bay was practically deserted. Downtown Boston has become a place for Hotels, Hair Salons, Theatres, Spas and Restaurants - the focus seems to be on tourists and those who want to live in expensive condos. There have been positive developments in the Seaport district but again the focus seems to be on Hotels and Restaurants. As this article suggests he certainly took care of the little things but a lot of the big things got missed.
