What if the italian rule for foreign nationals to be eligible for prime minister is same as indian rule?

I've heard that sonia gandhi is not eligible to become PM because indian law gives the same rights as the rights given by Italy to Indians. Apparently Italy doesn't allow foreign nationals to become prime minister. But, What if Italy's law is same as Indian law? It would become a recursive law,What would happen in that case?
