What variables do Ad Networks use to track Cost Per Install (CPI) for Android Apps?

Do they use the Track Referrer? IMEI (Not all Android Devices have an IMEI)? Device ID (Sometimes some devices have the same Device ID)? Mac Address? They use a combination of all of them?

I believe what you're asking is more related to what those tracking SDK tracks for CPI, such as Appsflyer. Ad Networks do track these variables (IMEI, Android ID, etc.), but they're passed back by Advertisers.However, it depends on your case and what purpose you'd like to solve.
