  The stock dialer will only be updated when you update Android, so you would get the KitKat dialer if your phone gets 4.4. The 3.5 you are seeing is likely the software version of the dialer itself and is unrelated to the Android version. For example, KitKat on my Nexus 5 is 4.4.2 but the Google Dialer is 1.01. The terrific thing about Android over iOS is that you can download third party apps even for basic things like keyboard and, yes, the dialer. When I had HTC Sense on my old phone, I used Dialer One instead of the Sense dialer. Edit: After rereading your question, I think your phone, while on Android 4.0, has HTC Sense 3.5 which is where the dialer version is coming from. Until HTC updates your Sense version to a newer version (5.5 is the latest, I believe) you will continue to have 3.5. It is unlikely they will update Sense anymore for your phone though.
