To get bbm on the blackberry playbook do you need to have a blackberry phone?

i have a blackberry phone but i have wiped it and have no contacts and my bbm has run out. if i get bbm back on my blackberry phone will it work on playbook and what would happen if i dont have credit on my phone and my bbm runs out?
