In Woodie Guthrie's song 'This Land is Your Land', does the New York island refer to the island of Manhattan or Long Island?

In the first 1940 manuscript Guthrie wrote "Staten Island", then he changed it to "New York Island". I think that we'll never know what he really meant (if he did, other than referring to New York itself), i'd say that he chose to write "New York Island" mainly for metric reasons.
