How do I sync my old phone numbers to my iPhone?

Is it possible to sync photos/videos between a Windows 7 laptop, an iPad, an Android phone and an iPhone "locally"?

• Something on the lines of a Dropbox like setup but where all the data lives locally. Primary motivation is saving bandwidth. I'd like to sync multiple gigs of files over 4 devices frequently. I've seen rsync, owncloud, sparkleshare & a few other suggestions but I couldn't find a single one that has apps for all devices and works seamlessly like dropbox. Or maybe it's possible to setup Dropbox LAN sync in a way that it does't upload the data to the cloud, just keeps it locally sync'd between my devices?
