When an acid dissociates, the conjugate base ends up with a negative charge. The better the base is able to stabilise this charge, more of the acid is dissociated at equilibrium, the acid is stronger. The phenyl ring can resonance stabilise this charge around the ring, the charge is said to spend some of its time on the ortho and para carbons, so the charge is less localised to the oxygen.
