How do I annotate email messages in Microsoft Outlook 2003?

Is there a way to annotate email messages in Microsoft Outlook 2003? I am using a plain old laptop, so I'm not looking for tablet software. If there is a built-in way to do it, that would be great, but add-in software is fine too. (The cheaper the better.) I'd prefer annotation methods that don't modify the contents of the original message.

I would print to PDF and then annotate using the various tools that are available on that platform.
