Find me offbeat wonky pop in the vein of W H O K I L L by tUnE-yArDs! So I love the new tUnE-yArDs album and want to find more stuff like it. Strange and offbeat samply or guitary music, interesting mathy beats or strange infectious grooves. I want it upbeat and as poppy as possible whilst still being all over the shop. Have you ever listened to Deerhoof? They are sort of what you're looking for, maybe a little stranger. I'd start with their later albums (Deerhoof vs. Evil or Friend Opportunity) if you're more interested in having a pop element. There's also a band called Experimental Dental School you might dig - very atonal guitar focused stuff.

I think Architecture in Helsinki's http://www.youtube.com/watch?v=U7anvx32Q6M&feature=related album is a great example of off-beat pop, both lyrically and musically, although their output since then has varied in quality to put it nicely. Seconding Ariel Pink, so weird, yet always with an ear for great, poppy hooks. http://www.youtube.com/watch?v=wiLqAu4s-_s is one of the best songs of the past 10 years I would say. They also feature on the Tradi-Mods vs. rockers compilation which you might really like, it's basically a bunch of well known indie bands doing versions of Congotronics Skeletons & the Kings of All Cities is a lesser known band, their 2008 album http://www.youtube.com/watch?v=kN_HOCRZHjM is a bit more on the experimental end of pop/rock. Reminds me of Dirty Projectors' approach a bit. Napoleon IIIrd is another good choice, kind of a cross between Ariel Pink and Panda Bear.
