The government and public of America called for a Super Human Registration Act (SHRA) after too many accidents occured caused by untrained heroes (see Stamford School incident). The SHRA called for all people with powers to register and thereby allow their identity to be known. Marvel's heroes were split down the middle regarding this decision, and because it became law, it soon escalated into war with Iron Man leading the pro-registration forces against Captain America on the other side.
