Chinese Law: Does China have a consistent visa policy for people who meet with the Dalai Lama?

  • Some celebrities have met the Dalai Lama (outside China) in the past, and they have made it public (pictures on press etc). Does China have a consistent policy about how to deal with these people? Are their future visa requests to visit/enter China denied? Are these people added to some short of border/airport denied entry/access list?

    I don't think that China has a consistent visa policy for anything.  If they made a policy consistent, you would feel "safe" in doing certain things, and by not stating a policy (or not even having a policy), they leave you guessing.

The Chinese consider the Dalai Lama an enemy of the state, and as such any visa-granting authority aware that you had met with him would absolutely consider you a potential trouble-maker and strgonly consider restricting your access.The good news is, like many governments around the world, various Chinese government agencies don't communicate well with each other.  Even from branch to branch.  Chances are, even if one part of the Public Security Bureau was aware of you meeting with him, that information isn't readily available by other departments without them doing a lot of digging.  Something else worth noting is that for a foreigner in China, your identity essentially IS your passport number.  I found that when I got a new passport, the Chinese authorities couldn't find me in the system using any other information. So the paranoid answer to your question is: if you're really wanting to enter China and concerned about this, my two pieces of advice would be to ensure that you obtain your visa in a jurisdiction other than where you met the Dalai Lama, and that if you travelled outside of your home country, you use a passport that was issued after that meeting.The more reasonable answer to your question is just go, you'll be fine.

China did not prohibit any ordinary people to meet with the Dalai lama.China only lodge protest against Dalai lama visit /meeting with foreign leader, state leader, or politician. Such visit was largely construed as a "political act".Obama could silently meet with dalai lama. There are no need to make public announcement about their meeting. Nobody would know about such meeting.Obama is not even a buddhist. Why do obama want to meet with Dalai lama?Such visits was largely construed as unfriendly gesture against PRC. US are giving free publicity to Separatist leader, dalai lama.Why didnt Obama meet with separatists leader in other nation? There are religious leaders who had support separatism in their own nation too.Maybe Obama should spent more time to meet, discuss with black people in US than a Chinese monk, dalai lama. It wont help him to improve this image in US.

None that Chinese expats are seemingly aware of. I'm at at one of the world's top universities (UK/US) that sees him visit regularly and extends invitations to students (Chinese or not) for semi-private meetings like a dinner with 20-30 people.I know some (obviously non-celebrity) people who are very hesitant to follow an invitation to meet with him - and have declined until now - because they are afraid of getting into trouble on an eventual return to China. Also, their parents might still be back in China in party functions and it's simply not worth the risk to them, even though the kids are thoroughly westernized. They claim some other students who regularly report back to the embassy would potentially get to know about this.
