What is the easiest way to create bar charts using icons?

I need to put some statistics out on a web page and wanted to create one of those bar charts that are made up of people icons side by side. I can do it by creating bar charts and then adding cutout icons on top but that is very tedious. Are there any tools out there that will create bar charts where the chart is actually made up of icons (either pre-packaged or selected). Ideally online / open source. Thanks

Sorry...30 seconds after posting this I figured it out. Excel lets you choose what to fill a chart with, and that includes pictures that you can upload.
