Why can you not remove a device from your Google Play/Android Market account?

Even when you unregister your account from an Android device, the device remains in your Google Play account and there is no deauthorize/delete option. You can do this with Google Music in the settings, but for GPlay you can only edit the device. Google Play's help even says the following: "It is not possible to completely delete devices listed under Settings on the Google Play website. However, if you'd prefer to hide a device from view, you can do so ." (Source:http://support.google.com/googleplay/bin/answer.py?hl=en&answer=2407656 ) I once had a phone from my old company that I first linked with my personal account as a test, but now that device - even a year later - is still in my device list. Is there some law that prevents Google from allowing users to deauthorize a device? If not, why is such a function not offered? People sell their phones on the 2nd hand market or lose their phones; those phones will be - as it is currently - perpetually registered in their account.

Too many people would register friend devices, load up paid apps, try to remove device. I am guessing Google is looking for ways to stop this. Registering a device using device MAC Address would be safe. Wiping the purchased device App list clean (Play Store and Android Hardware) while registering with another account would prevent this. Of course using backup and restore may work around, but will limit most problems I hope.
