What Causes Red Veins in Whites of Eyes?

i woke up and saw that my right eye on the white part has some red vains on it and it looks like something is on it.. i have allergies in my eyes and also i do have sinus. is it the allergies and sinus causing the red vains and the glassy looking thing on my eye?

Not enough sleep or too much sleep can do it. If it doesn't go away soon you should probably see a doctor.
