I have a Microsoft live (ex. passport) account with non-Microsoft email (gmail) registered. I'm able to log in to Outlook.com with this account and all the statements about the functionality (sending, receiving email, etc.) are false. Is there a legal violation I observe there?

Answer:
You have probably migrated yesterday, today they have integrated the new UI with old migrated accounts, so all the functionality are available. You may get stuck in the verification thingy. No matter whether you input correct or incorrect verification CAPTCHA it says "You've reached the limit for number of attempts. These limits help us protect against spam from automated programs. You can try again later." Funny thing is verification window opens in a new window and the old outlook email sending window is still available, simply go back to the window and click send again, this time it won't open the verification window. Hours later you'll receive a verification email from Hotmail in your alternative email id, once you click on that verification link this issue will be resolved. Hope this helps.

It's a dummy mailbox and you can't user it for e-mail. I don't know why Microsoft decided to grant users with a third party email such a feature in the first place because it serves no real purpose unless you create an alias email address which can then be used to send and receive e-mail.
