Do federally funded projects require multiple bidders?

A town sent out requests for bids and because of time constraints only received one bid from one contractor. This project is funded with federal grant money. Does it need to be re-bid? I understood that federally funded projects required at least 3 bidders.

Yes that is usually the method of choice. Most state & federal contracts are "normally" sealed bids, the lowest bid winning the contract. I've seen cases where contracts were given to higher bidders & I've also seen the bids (lowest bid) given out to a company, so they could under bid the rest, & contracts awarded to a company only to be given to another--hmm
