Where to get fairy costume for a teen?

Where can I get a teen powerpuff girls or Sailor Moon costume big enough for a teen boy?

I lost a bet and now have to go as either teenage blossom from PPG or as sailor moon fir Halloween, where can I get the costume or stuff to make one and what would I need? I'm a a enrage weight 17 year old 6'1" tall please help and give me links if possible.
