What strategies are used to obtain politically appointed Federal jobs?

Most federal jobs are filled just like private sector jobs, but some are simply 'appointments' - political leaders can just name someone. I'm particularly interested in low-profile appointments (ie people you'd almost never hear about in the news).

Most people who receive low-profile appointments played a role in the campaign (campaign worker, state organizer, fundraiser). Outside those roles, the other stories I've heard basically fit into "network." Senior political appointees generally hire people they've worked with before (often at another company, non-profit, or previous administration) or have received references for from people they trust.
