Can I use a video hosted on YouTube or Vimeo as a video background on my site or do I have to host the video file myself?

Answer:
Most definitely. If you aren't trying to monetize the video via VOD or get super detailed analytics around in-video behavior, YouTube is a great choice that just about every agency knows how to work with. I like Vimeo a lot and I think if you are showcasing some creative content it looks really slick, but ultimately YouTube is more flexible.
