Why is Google Latitude (on a PC) a separate product from Google Maps?

Why is Latitude on a PC not incorporated into Google Maps like it is on Android. Why can't I go to Google street-view or any other feature of Google Maps when I view Latitude on a PC browser?

Latitude's biggest features live on phones, which is where we put most of our effort. Our desktop site: https://www.google.com/latitude exists mainly because its easier and quicker to iterate on that than to do the same sorts of experiments and changes on http://maps.google.com
