European Union: How to exchange EU tractor driving licence in UK?

Have sent all the necessary forms and documents, but DVLA keep sending my original Latvian driving licence back, saying you have to provide your original driving licence.

As I just found out from calling DVLA, they don't exchange Tractor driving licences at all. So the first thing is to get a provisional driving licence(£50), buy a Highway code book or just read it online(http://www.direct.gov.uk/en/TravelAndTransport/Highwaycode/index.htm) and call DSA to arrange a test for a tractor(test should cost around £60). The only problem is you have to pass the test on your own tractor, so you need to get it from somewhere.
