Is it optimal for the NYPD have overseas offices and agents?

According to this article the NYPD has officers that can speak 60 languages and offices and agents in many foreign countries. Is this the most effective use of limited taxpayer dollars? It is a really good use of taxpayer money. Security is one of the reasons governments exist. New York City has a population of 8 million - larger than that of Norway, Denmark, or Ireland. The New York Metro area has 18 million people, more than the Netherlands. It is a big target. New Yorkers aren't wimps. They also have some scores to settle. And no one cares is a cat is black or white, as long as it catches terrorists.

Based on the wording of your question it seems you feel nyc tax $ should be spent on NYC and not on over seas offices. You can rest easy in the fact that while NYPD does have offices abroad they are not solving crime and arresting people. Their purpose is to relate terrorist/criminal information gathered in NYC to the office they may be attached to and vice versa.
