As far as I can tell, you cannot directly "promote" a topic in the usual Quora-sense of the word. A workaround: You can post the topic on a board, and then promote that board post in the usual manner. The benefit here is that the board post can have additional commentary.

The purpose of Quora's Promote Feature [1] is to provide a mechanism whereby important or noteworthy questions and answers can be highlighted (or spotlighted) within the Quora feed. Topics, in contrast, serve only as a categorization tool which hold the Q & A and do not appear, per se, in the feed. To my knowledge, it cannot be done. If it could, you would have likely seen topics already being promoted by other people. Quora's interface, more often than not, is pretty straight forward. If you navigate to any given topic and do not see "Promote This Topic," (which is the case here), it can't be done. If you wish to call attention to a specific topic, perhaps a new one you've just created, the best way I can think of to call attention to it's existence is to promote the questions (and/or answers) within it. Boards can help in that regard, as well. Write about it outside of Quora, providing links to said Quora topic. Also, Quora is constantly evolving. Post a question to see if the community would value this type of functionality. If you can get enough people to agree and management agrees, they may be inclined to make a change to the program in future releases (iterations). [1]

As far as I know, we can't Promote , as no longer exists. What you can do is at-mention a particular topic in text you write in your or blog posts. This lets readers know your favorite are available to them as topics to follow on . To at-mention a topic, just find an ellipsis on the toolbar as you're writing an answer. The @ symbol will allow you to search for the topic(s) you want to promote, and link them to the at-mentioned topic page -- as I have done by way of example in the first two paragraphs of this answer.
