Creative Commons: Can I re-distribute a group of CC BY and CC BY-SA licensed works as a package?

I always assumed I'm allowed to do so as long as I give attribution, but I want clarification. I would share them with their respective licenses. In my specific case, I would want to distribute on a public website, for free and and packaged together, a group of works with CC BY and CC BY-SA licenses, for re-use by 3rd parties. Am I allowed to do that?

I don't understand what the problem is, so long as the license for each work is made clear. Both licenses allow open distribution, so it's not as if some works can be distributed freely with attribution and others can't. You don't change a license by exercising rights under it. You can violate a license if you violate its terms, but I don't see how this changes anything. If you have particular concern, run it by a copyright lawyer.

You can't. This is because you would be changing the license of some of the works (those that are CC BY-SA) to another license and only the author of the original work can change the license. You can create two separate packages (one CC BY and another CC BY-SA) and distribute them.

I will add one additional concept that is often overlooked in these discussions: business risk. When there is a judgment call and going one way or the other leaves your conscience feeling equally healthy, what is the actual risk to your business of proceeding ahead? Is it actually likely that offended licensors will come after you? Is it actually likely that they will seek remedies and that they will be granted? What is the likelihood that these remedies will significantly impair your operations?

Yes, You can do that but the final packaged work will have CC-BY-SA license. Reason being: CC-BY is theĀ most compatible license with other CC licensesĀ but if you are using CC-BY-SA licensed work, it can only be incorporated into derivative works which are re-licensed under the same license i.e CC-BY-SA.
