How to draw a circle on a map?

Is there an iphone app that, upon entering an area i draw on a map with a circle, will open a web page I specify?

I want my house to unlock when i arrive at home. I already have the ability to unlock my house via a URL. I just want that URL to automatically be requested when I enter my "home area". Locationizer can send me an alert - but can anything allow me to specify the action taken when i get into a "magic circle?"

Not sure what you mean by a URL being requested. You're imagining your browser would pop up and demand that you type in "http://www.LetMeIn.com" or something? Instead of that, you might want to look into bluetooth-connected door locks or home-automation systems that can trigger your door lock. This approach also wouldn't run down your battery nearly as fast as having GPS always on.
